LIMA, Peru — The teams from Paris and Los Angeles had not yet even taken to the floor to make their formal presentations Wednesday to the members of the International Olympic Committee when, with president Thomas Bach outlining the run of show, he explained how Paris would be getting the 33rd Summer Games in 2024 and Los Angeles the 34th in 2028. 

Everyone clapped.

Not yet, Bach said. Not yet.

Even so, ladies and gentlemen, that is pretty much how the 2024 and 2028 Games were awarded.

PARIS — Taking in the sight of the new French president, Emmanuel Macron, on Tuesday hosting the International Olympic Committee’s evaluation commission along with the Paris 2024 bid team, you could almost hear the soundtrack playing from the 1975 cult classic, The Rocky Horror Picture Show:

Let’s do the time warp again, people.

It’s like the Paris 2024 people think it’s 2005 and they are having a group therapy session over the loss to London for 2012 and re-playing the things their predecessors did wrong and trying, 12 years later, to make it right.

Not fake news: is IOC looking at real crisis?

The Paris 2024 media team, in anticipation in the coming days of both the French presidential election and the International Olympic Committee’s evaluation visit, undertook a media blitz of sorts, with bid leader Tony Estanguet quoted Monday in leading U.S. newspapers.

Talk about fake news.

There’s a (huge, and perhaps two-pronged) scandal perhaps waiting to erupt in the Olympic world, the latest twist possibly involving one of its most influential power brokers.

Olympic stories hardly take up newsprint in off years. Yet this is what’s being fed to readers as what matters?

Estanguet, to the LA Times:

“ … We want to reduce the involvement of the political world. They are there to support. But we decide where to put the Olympic village. We decide the global concept that has been there since the beginning.”

Estanguet, to USA Today, even bolder:

“We want to reduce the involvement of the political world. They are there to support. They are there to be tough. But we decide where to put the Olympic village. The sport movement will be responsible for delivering the Games.”

It’s easy enough here to knock the newspapers. Due diligence, please.

Beyond which, it’s the job of journalists to hold people in positions of authority accountable.

In that spirit, Mr. Estanguet’s remarks are good for a laugh.

It’s all well and good to say the “sport movement will be responsible for delivering the Games.”

Except for the basic fact that in France the sport movement is the government.

Even the bid itself is, you know, a government project.

If Mr. Estanguet is trying to draw a distinction — oh, look, the badminton team and his beloved canoers will be responsible for delivering the Olympic village — that would just be silly.

Indeed, as even the bid book points out, if Paris were to prevail there would be a delivery authority. It would be called SOLIDEO.

From the second of three books in the Paris 2024 candidature file:

“The delivery of the venues and other infrastructure projects needed to stage the Games will be the responsibility of an Olympic and Paralympic Delivery Authority (SOLIDEO). The SOLIDEO will also plan for the legacy of infrastructure investments. It will take the form of a public entity, reflecting the role of public authorities in funding and underwriting Games capital investments.”

Wow — a public entity. Not “the sport movement.”

All these things, and what’s really amiss in these stories is that while they may scratch a seeming mainstream media itch — oh, look, LA and Paris are involved in a bid race, and there’s that news hook in the May 7 French presidential race and the IOC visit in mid-May to both cities — these stories do little to no journalistic service whatsoever.

Because the news that matters in Olympic bidding circles is not whether Marine le Pen wins in France. The days of the head of state carrying an International Olympic Committee election — Putin in Guatemala in 2007, Tony Blair in Singapore in 2005 — are seemingly long gone.

The issue on the table now is not who is head of state of country X or Y. Instead:

It’s whether the IOC wants to keep going back to government-run bids that inevitably 1) produce cost overruns and 2) bad press for seven years, which then 3) further erodes taxpayer and official trust in the IOC and the broader movement, 4) which leads to the spectacle of cities dropping out repeatedly, 5) just like they have done over the past few years for the 2022 and 2024 bid cycles, 6) just like Stockholm did last week for 2026.

But, again, even that’s not the most pressing news.

For sure the bid process is broken and needs to be fixed. At issue is whether the IOC is going to do it — indeed, address all its business — in a calm fashion or amid crisis.

The signs increasingly point to crisis.

Over the weekend, stories flashed around the world suggesting that the influential IOC member Sheikh Ahmad al-Fahad al-Sabah of Kuwait is co-conspirator No. 2 in the criminal case of United States v. Richard Lai. The matter is in the Brooklyn federal courts.

The sheikh says he is innocent of any wrongdoing.

The Lai case directly relates to FIFA. Co-conspirator No. 1, as described in the court document, would appear to be Mohammed Bin Hammam, a Qatari billionaire who ran for the FIFA presidency in 2011.

The document describes co-conspirator No. 2 as a “high-ranking official of FIFA.” Since the document has become public, Sheikh Ahmad has resigned his FIFA posts.

According to the court document, co-conspirator No. 2 was also a high-ranking official of the Olympic Council of Asia. The sheikh heads OCA.

The sheikh is also president of the Assn. of the National Olympic Committees. Through that role, he oversees the distribution of hundreds of millions of dollars in what are called Olympic Solidarity funds — that is, monies that go from IOC headquarters to developing nations.

The sheikh travels within a closely held circle of trust. The court document describes co-conspirator No. 3 as a “high-ranking official of the OCA” as well as an official of the Kuwaiti soccer association.

Co-conspirator No. 4 was an OCA employee and No. 3’s assistant, the court document says.

The court document describes the transfers of a lot of money. Intriguingly, paragraph 31 describes wire transfers from accounts in Kuwait controlled by co-conspirator No. 3 or his assistants at the OCA.

A few things are clear:

— Prosecutors now hold the cards in dealing with Mr. Lai.

— The court file is mysteriously thin for a case that has come to resolution with a guilty plea. Mr. Lai has yet to be sentenced. He clearly has a significant incentive to tell what he knows.

— The obvious question: what does he know, and in particular about co-conspirators No. 2 and 3?

In Olympic circles, the sheikh is believed to have played a key role in helping to orchestrate the triple play that marked the 2013 IOC assembly in Buenos Aires — the elections of Thomas Bach as president and Tokyo as 2020 site plus the return of wrestling to the Olympic program.

In the American courts, the FIFA matter has for months now been that — a FIFA matter. Now it threatens to slide into the Olympic space, and in a powerful way.

The FIFA inquiries, it is important to note, were launched during the Obama years. The Brooklyn office used to be headed by Loretta Lynch. Ms. Lynch went on to be the attorney general. It’s fascinating that this matter has not drawn the significant attention of the Trump people in their first 100 days, and worth asking if it will now — or anytime soon, because if it the status remains quo prosecutors in Brooklyn will likely just keep keeping on.

At any rate:

Already in recent weeks, the IOC member Frankie Fredericks has been connected to the inquiry being led by the authorities in France tied to Lamine Diack, the former head of the international head of the international track and field federation.

Diack and Bach were also allies of longstanding.

Diack was known to have remarked before the assembly in Buenos Aires that the triple play was going to happen just as it did — Bach, Tokyo, wrestling.

It is believed in Olympic circles that the French authorities know more, and about more IOC members. Unclear is whether whatever they know will become public in the weeks ahead.

Uncertain, too, is what is known at the Chateau de Vidy, the IOC’s lakeside headquarters in Lausanne, Switzerland, about the scope and nature of the inquiries in France and Brooklyn and how, if at all, the two mesh. The Fredericks matter suggests that the Americans and French are sharing, at the least, wire transfer records.

To be obvious:

The Salt Lake City scandal of the late 1990s came about because IOC members could literally get their hands on what we in the journalism business called “inducements” — that is, anything and everything from college scholarships for their kids to parts for cars to cash and much, much more.

The investigations in France and Brooklyn threaten the IOC, and far more insidiously. As the Lai case underscores, a forensic accountant and a wire transfer record make for black-and-white reading.

In this context, yet again, it is worth recalling what the then-president of the organization, Marius Vizer, said at the 2015 SportAccord conference in Sochi:

"History demonstrated that all the empires who reached the highest peaks of development never reformed on time and they are all headed for destruction. The IOC system today is expired, outdated, wrong, unfair and not at all transparent."

The first person to lead the charge against Vizer then was — Diack.

It is worth emphasizing that co-conspirators No. 2, 3 and 4 in the Lai matter have not been charged with anything, and that in the American system the vigorous presumption of innocence prevails.

It is also worth emphasizing that optics matter, particularly in the Olympic space, which is why the likes of Stockholm are out for 2026, because the IOC has over the past several years considerably forfeited the trust of taxpayers and officials.

Here is where the reasonable person asks the reasonable question:

Why would that be?

More of the same (Paris), or something new (LA)

The choice the International Olympic Committee is facing for the 2024 Summer Games, even as it considers a 2024/2028 deal between Los Angeles and Paris, could not be more clear.

More of the same. Or something new.

Or framing it another way: Paris is after a Games. Los Angeles is offering itself in service to the Olympic movement.

Both cities made 10-minute presentations Tuesday to a convention of international sports federation officials in Denmark.

In the LA spot, mayor Eric Garcetti said, “Many believe that the bids ... are quite similar when in fact the two bids that we have presented before us are quite different,” a distinction that even in 10 short minutes times two became crystal clear.

Paris bid co-chair Tony Estanguet, to the audience: “We are promising a Games of real passion and purpose …” Anne Hidalgo, the mayor: “So why Paris now?”  She answered a moment later: “We believe we have the right city with the right vision at exactly the right moment for sport.” Paris bid chief executive Etienne Thobois: “We will deliver the best Games ever for the athletes based on three key pillars,” among them a “brand-new [athletes’] village.”

LA strategy director Angela Ruggiero, the IOC athletes’ commission chair: “Our commitment to you isn’t just for the 16 days of the Games in 2024. It is for the seven years leading up to them, and beyond.” LA bid leader Casey Wasserman: “I think we can all agree that 2024 must be a transformative Games for the movement. This means that the next seven years must inform the next 100 years.”

To springboard off the two radically different presentations Tuesday in Denmark:

At issue is way more than 2024 (or 2028). It is nothing less than the ongoing relevance and vitality of the entire Olympic movement.

This is not hyperbole. It is not drama. It is not Chicken Little sky-is-falling talk.

This is real, and the leadership of the IOC as well as most of the members, who in theory ought to be up to speed on the potentially existential crisis the movement is even now confronting but in some instances might well be a little slow on the uptake, had better sharpen their focus, and quickly.

It’s this elemental:

IOC leaders and members act as stewards of the brand and the movement. An Olympic Games is a multibillion-dollar enterprise. In the bid context, the role demands world-class risk assessment. The old days of cronyism and I’ll-scratch-your-back, you-scratch-mine — that, with the FBI as well as the French and Swiss authorities watching with interest, has to be yesteryear. In a related spirit, there can be no place for sweet but misguided sentimentality. To exercise anything but cold, hard judgment, particularly now, when the brand and movement are considerably imperiled, is to be irresponsible, almost to the extreme.

Imperiled? Unequivocally. Evidence, just the latest:

The Tuesday presentations from both LA and Paris followed Monday’s announcement from the National Hockey League that it was out of the PyeongChang 2018 Winter Games.

Bottom line: the league is willing to forgo the best two-week commercial the sport of hockey could ask for, and this with Beijing 2022 and China and the possibility of a market of some 2 billion consumers just waiting to be mined four years down the line.

Irrefutable conclusion: the league doesn’t think the Olympics are worth it. In its considered judgment, after being part of the thing since 1998, the Olympics are no longer relevant, or at least relevant enough.

That is a brutal blow to the IOC. No way to sugarcoat it. It is, to use a phrase, a nightmare on ice.

A comparison:

Yes, yes, FIFA is in business to make money, the IOC is theoretically in it to help spread the values of friendship, excellence and respect, among others. But still — Man U and the other English Premier League teams are going to make it work out to go to Qatar in 2022 but per the NHL the Columbus Blue Jackets can’t, or won’t, put things on hold to send some guys to PyeongChang in 2018?

Starting from that premise, that the Olympic enterprise is not relevant (enough) for the league that for a generation has supplied the guys in the most important team sport on the Winter Games program, the IOC finds itself looking at just two cities left in the race for 2024.

When three cities have already fallen away: Rome, Budapest and Hamburg.

When the 2022 Winter Games campaign saw just two left standing by the end — Beijing and Almaty, Kazakhstan — with five other western European cities pulling out along the way because taxpayers or officials would have nothing to do with it: Oslo, Munich, Stockholm, Davos/St. Moritz and Krakow.

This is the moment of clarity.

The old model, the more of the same, is the one in which bid committees don’t tell the truth about the costs of their government-funded Olympic bids.

Examples:

Rio 2016, bid book $14.4 billion, reality check $20 billion or more. Tokyo 2020 bid book $7.8 billion, now estimated at maybe $15 billion, possibly $25-30 billion. Sochi 2014, bid book we won’t even go there, final tally a reported $51 billion.

Paris 2024 is more of this same.

The Paris people say they have 95 percent of their venues built. It’s the 5 percent that aren’t that mark the big-ticket items: that athletes’ village along with media housing and an aquatics complex. The Paris bid book costs those out at over $2 billion.

History says that $2-billion figure would be way low. It’s almost a guarantee, actually.

If there is one thing we have learned in this social media age, it is this:

Even those things that seem certain and stable can unravel, and quickly.

The almost-probable unraveling connected to that athletes’ village — wouldn’t it be fast and furious and the end game hugely uncertain? Consider how quickly the entire Budapest bid came crashing down — just weeks.

Wouldn’t a bet on Paris 2024 be the very same thing that has gotten the IOC into the deep credibility hole from which it is now looking up, seeking a way out?

When it should, by any reasonable measure of risk assessment, be seeking calm? Seeking stability?

As Garcetti also said Tuesday in the LA presentation:  “We believe LA2024 offers the Olympic movement something creative and new — not more of the same. This is an important time for our collective Olympic movement. A time that demands new thinking, new ideas and new solutions.”

The key difference: LA, just as it was in 1984, is privately financed. Surely with considered respect to the mayor, Wasserman said, “Free of government interference,” adding at another point, “The bottom line for everyone is that the bid we delivered to you in February of this year is the Games we will host in the summer of 2024. You can count on it.” Garcetti called it a “no risk, no surprises budget” because there will be no new permanent new venue to build. The all-in number: $5.3 billion, again, privately funded.

What does the reasonable person bargain for? Certainty.

Gene Sykes, the bid’s chief executive officer, noted that LA could have run the risk of building a new village — but opted not to, instead using the existing dorms at UCLA: “It takes a huge risk off the table.”

When risk is thus appropriately managed, then you can start laying out the “something creative and new.”

Wasserman, in Q&A, noting the advantage of not having to worry about construction: “We don’t have to build those facilities that normally take up the time, effort and resources of most bid and [organizing committees] … Our view is, because we will have two things that most [organizers] never have, time and money, to invest in growing those sports in the United States, to growing those sports in California and in Los Angeles … what a great place to start, when we have those seven years to really focus on engaging the youth, to develop sport in a way that, frankly, very few people have ever had the opportunity.”

The mayor, also in Q&A: “We see our legacy not just as a physical legacy. So often, the Olympics are about, what are you going to build? For mayors, it’s about — what part of town are you going to revitalize? Our experience from 1984 is what’s more important is the human legacy. It’s one of the reasons the profitability from the 1984 Olympics has spent $250 million on people and facilities and coaches. So, for instance, in a low-income area of Los Angeles called Compton, two African-American girls named Venus and Serena Williams were exposed to tennis as little girls. Today they’re two of the best tennis players in history. Our vision is to have a human legacy that sports is made free and universal for all youth in Los Angeles — forever."

Ruggiero, in the presentation itself: the chairman and chief executive of The Walt Disney Co., Bob Iger, would chair an innovation the bid is calling a “Sports Ambassador Program.”

It would, she told sports officials, “identify business leaders in California to work with you to maximize commercial opportunities in the United States.”

Let’s see — NBC is the IOC’s most important Olympic partner. Now welcome to the team Disney, which owns ESPN and ABC and (like NBCUniversal) runs a bunch of theme parks and operates signature movie studios.

Oh, and that George Lucas Star Wars museum is due to open literally next door to the LA Memorial Coliseum by 2020. Perhaps on May 4. Get the in-crowd joke: “May the Force be with you.”

If Iger and Disney now, this being April and Denmark, wouldn’t it stand to reason that by or at the next major milestone on this campaign, an all-members assembly at Olympic base camp in Lausanne, Switzerland in July, there would be news of yet more significant Los Angeles and California companies on board?

“Our bid isn’t about money, or ego, or boosting American pride or, frankly, even winning or losing,” Wasserman said during the presentation. “It’s about something much deeper.”

His next words brought forth the Olympic force, the reason all of this matters, or at least it's supposed to:

"It’s about ensuring that our — and your — Olympic dreams remain achievable, as far into the future as possible. To us,” he said, and it is exactly this kind of relevance, rooted in new ideas and creativity, that the Olympic movement needs, not to mention just a little bit of a wink and a nod, “that’s a dream worth sharing.”

A 2024 dose of -- common sense

Back in the day, a young person who was maybe having a little trouble understanding a concept might meet up with an older fella. This older fella might feel so inclined to help impart some wisdom rather directly by means of what in some parts of the United States might be referred to as a switch.

This practice has largely fallen out of favor, given as a switch is pretty much a tree branch and beating people about the head with a stick is no longer considered what we in modern times would call best practice. Actually, we would probably call that a felony.

Even so, when it comes to the race for the 2024 Summer Games between Los Angeles and Paris and, now, perhaps the joined-at-the-hip contest for the 2028 Summer Games, too, let us turn for just a few moments to our new imaginary friend, the common-sense switch.

Good lord.

This is not difficult. Indeed, the way this is trending it is so painfully obvious. It’s truly simply common sense.

Item No. 1:

It’s telling that Estanguet is the guy who gets sent to London in the first instance — but let's not digress.

There he delivers through the press an ultimatum: “It’s now or never. We will not come back for 2028. If the IOC can find a solution with Los Angeles, that’s great — but our project is only possible for 2024.”

Reaction: why adopt a black-and-white, either-or position six months before the purported decision date? Ask any sophisticated business person: how often does an ultimatum prove a successful negotiating position?

Item No. 2:

Jules Boykoff, an American professor, writes an op-ed for the Los Angeles Times loaded with trigger words (first paragraph alone: “profit-gobbling cartel” when the International Olympic Committee is not in the business of turning a profit) that asserts, amid all the glibness, that LA and Paris should press the IOC to assume a larger share of cost overruns.

In particular “… it’s time the organization stepped up and contributed to infrastructure costs as well.”

Since 1960, Mr. Boykoff says, “every single Olympics with reliable data has gone over budget, by an average of 156 percent in real terms.”

To be clear:

Zero quarrel here with Mr. Boykoff and his focus on reforming certain elements of the Olympic movement. Trigger words get attention. Mr. Boykoff wants to position himself as one of the Olympic voices in academia to turn to. All good.

The quarrel here is with my former employer, the LA Times, which didn’t challenge the underlying premises of the piece.

A little fact-checking would have made plain what is, again, so obvious — the key distinction between the Los Angeles and Paris plans for 2024, and why, as this space keeps pointing out repeatedly, the IOC would do well to seize the common-sense opportunity right in front of its very face or be prepared to face what the potentially (not being dramatic here) existential consequences.

Because, after 25 years of boondoggles, taxpayers in the west are mightily pissed off.

To explain:

The single most important difference between the LA and Paris bids is that everything that matters in Los Angeles is already built. It exists. Now.

Oops. OK. Wait. Mea culpa. The new NFL stadium in Inglewood doesn't exist yet. But it's being privately financed in a deal driven by the guy who owns the LA Rams. That's a $3-billion, state-of-the-art stadium for which LA24 organizers would not have to pay anything to help construct. So, thanks, right?

Paris would have to build an athletes’ village, media housing and an aquatics complex. Those are big projects, and history shows they inevitably produce cost overruns. They would in Paris. Guaranteed.

The Paris bid files (click here, see pages 28-31) project the village at $1.607 billion, the media housing another $373.8 million. Aquatics would be another $158.05 million. Now you're talking over $2 billion. As an AP story noted, there's also discussion of new public transport infrastructure to make the athletes' village more accessible, via a new train station and construction of a road interchange so that you could get to the village from central Paris in 20 minutes, at least in theory, by car.

Who wants to guess, when the cash register stops wildly spinning and cha-chinging, what obscenely large number would be in neon-bright digits?

And who would end up paying for a big chunk of this?

French taxpayers.

Reality: for credibility purposes, the IOC cannot afford these kind of building sprees anymore, not after 25 years of massive overruns — Barcelona 1992, which jumpstarted the whole Olympics-as-urban-renewal thing, is celebrating its anniversary even now.

Compare and contrast: if you don’t have anything to build, why would you have infrastructure cost overruns? This is the LA story.

Thus to the central thesis of the LAT op-ed piece? Why would the LA24 people want to challenge the IOC on cost overruns when LA24 doesn’t have logical reason to anticipate even one red penny? Hello? LAT editors -- 17 years for me as a staff writer there and have things really gotten that sloppy in the 10 years since I left Spring Street?

Further:

Paris is largely a government project. LA is privately financed. Because LA is a private deal, just like it was in 1984, there is no margin for error, no room for costly boondoggles.

Indeed, LA 2024, early on, considered the construction of a new athletes’ village near downtown Los Angeles. But officials decided not to do it. Why? Because it would have been too expensive! Instead, completely in line with the purported reforms known as Agenda 2020 championed by the IOC president, Thomas Bach, LA 2024 turned to the existing dorms at UCLA. Which are world-class.

Turning to the 156 percent figure:

That comes from an academic survey published last year. Click here if you want to read it in detail. Be mindful that, like any survey, it is only as good as the underlying data — for instance, as it notes, the “vigilant reader” may well be suspicious of some numbers, because “the lowest cost overrun of all Games was found for Beijing 2008,” a reported 2 percent on a reputed $40-billion all-in monster of a bill, because “China is known for its lack of reliability in economic reporting.”

Oh.

At any rate:

You know what else is really fascinating in that survey?

Turn to page 12, Table 3, “Sports-related cost overruns, Olympics 1960-2012, calculated in local currencies, real terms.”

Here, for instance, you see that the Montreal 1976 Games incurred a 720 percent cost overrun.

Barcelona: 266 percent.

You know what’s missing from this chart?

Los Angeles 1984. Totally not there.

Turn, please, to page 25. There the authors have referenced the LA 84 official report. Now turn to page 309 of that official report, section 11.01.10, “Revenue and the operating surplus.” There it says the LA84 organizing committee turned a surplus — attention, LA Times editors, when referring to non-profit enterprises such as the IOC, it’s “surplus,” not “profit” — of at least $215 million, perhaps as much as $250 million.

The final number, as history would prove, was $232.5 million.

Since, through the LA84 Foundation, millions upon millions of dollars have gone into the promotion of youth sport around Southern California. That is real Olympic legacy.

Returning, as we were, to Table 3:

Let’s assume friends in France and Canada (Montreal 76) are more transparent in reporting financial details than friends in China, because these numbers seem genuinely fascinating in considering a Paris bid for 2024:

Grenoble, France, 1968 Winter Games, cost overrun: 181 percent.

Albertville, France, 1992 Winter Games, cost overrun: 137 percent.

The California legislative analyst’s office, the state legislature’s nonpartisan fiscal and policy advisor’s arm, issued a report Thursday on the LA24 bid that could not have been more — common sense.

The state, like the city of Los Angeles, has an interest in protecting taxpayers. The reason taxpayers in and around Southern California have repeatedly proven so high on a return of the Games to LA is the consistent belief that a privately run Games will not dent their wallets.

That's just — common sense.

From the report, and be mindful that these legislative offerings tend to prose measured with exacting precision. It is not often one sees “fun” or successful” in the stylings of an official California state report:

“… Los Angeles’ bid makes significant efforts to reduce the financial risks that have plagued prior Olympic cities. Basing its bid on existing or already‑on‑track venues and infrastructure reduces the chance that cost overruns will occur. More broadly, if Los Angeles is selected, Olympic organizers and local leaders can focus largely for the next seven years on preparing the region to host a fun, successful event for athletes and visitors, rather than focusing on keeping big construction projects on time and on budget. We agree with city officials that the current Olympic bid plan is fairly low risk for the city and, by extension, the state as well.”

Jason Sisney, the chief deputy legislative analyst, added in an email, and note again the emphasis from a government official whose No. 1 priority it is to look out for the interest of the taxpayer:

“So far, the efforts of Los Angeles city officials and LA24 to manage financial risks are noteworthy. If Los Angeles wins the Games, this means city officials can spend the next seven years planning a fun, successful event and be less focused on the sometimes thankless task of guiding big Olympic infrastructure projects to completion.”

Let’s once more compare and contrast, because unlike the LA24 people, our Paris 2024 friends would indeed have to guide “big Olympic infrastructure projects to completion,” the biggest that athletes’ village.

If you don’t read French and in particular the fascinating reports detailing notes of interest in immobilier en France, French real estate, perhaps you missed this gem:

Last week saw a building and property trade show in Cannes (that's the sun-splashed ville where they do the film festival). It was called MIPIM.

Who put up a booth?

Paris 2024!

This is itself interesting, since the idea of the stand was to attract private investors but the Paris bid book makes plain that "government" is, for the athletes' village, the "body responsible for funding venue from construction until Games time."

At any rate, maybe the way you go about attracting investors and financing in France is different.

In the United States, you would call, say, Goldman Sachs or some other heavyweight for a project estimated in the billions. 

There, it’s a booth at a trade show. What, did our Paris 2024 friends give away pins? Better yet -- some of those 1.5 million Paris 2024 cloth bracelets (2 euros apiece!) that 18 months ago were touted as a crowdsourcing funding vehicle. Maybe a few are now left over? 

The story quotes a local dignitary from Seine-Saint-Denis, the Paris suburb where they want to plunk the village:

"This is an opportunity to reduce noise pollution, by creating noise-barriers along the A86 expressway (a major local highway), but also to decontaminate the soils and to place underground the EDF (French utility) electric networks and lines."

This is what an Olympic Games is supposed to be about?

Soil decontamination? Noise barriers? Utility lines?

Or a fun, successful event?

Common sense, people.

No-brainer: only way to make Agenda 2020 real

From the Department of Olympic Smack Talk, and you would think that International Olympic Committee president Thomas Bach’s much-vaunted Agenda 2020 40-point purported reform plan would have taken care of this kind of thing:

Tony Estanguet, the co-president of the Paris 2024 bid, was giving an interview to the Reuters correspondent Julien Pretot in mid-December when the topic turned to politics, French and American.

“We are supported by the city,” meaning officials in the municipality of Paris itself, “the region and the state, who are not on the same political side,” Estanguet said, and no problem with any of that.

“We’ve met several candidates,” a reference to the forthcoming French presidential elections, “and we have the feeling that they all support the bid.” Also no problem. But, then: “There is stability, which may not be the case for Los Angeles, who have a municipal election,” scheduled for, as it turns out, March 7, meaning Tuesday.

Dude. Seriously.

There wasn’t a cloud in the sky Monday in Southern California ahead of Tuesday’s balloting, at which LA mayor Eric Garcetti is widely expected either to be re-elected outright or put in solid position to do so at the May 16 general election. Everything seemed pretty, you know, stable. Even the usually crabby LA Times said a few weeks ago in a piece on the mayor that the city is in the midst of a “renaissance” and in a separate endorsement offered this: “Garcetti is the best — really, the only — choice on the ballot.” Garcetti faces 10 opponents — one nicknamed “Zuma Dog,” another nicknamed “Pinky,” typical LA, typical California — so it’s unclear whether the mayor avoids the May runoff simply because a ballot with that many people is a ballot with that many people.

At any rate: you wonder why Agenda 2020 is in most precincts viewed as rhetoric without reality?

Politics, whether the mayoral election in Los Angeles or this spring’s seemingly volatile presidential race in France or the race for the 2024 Games pitting LA against Paris, is politics.

Though there have been stabs at implementing the reforms, the 2024 campaign marks the first Agenda 2020 race.

In December 2014, the IOC members unanimously bought into Bach’s 40-point plan.

As Bach emphasized in a far-ranging Q&A last week with a German-language outlet, “The Olympic Agenda [2020], initiated by me, [will] for the first time [be] fully applied to the Summer Olympics in 2024.’

To be fair, Bach’s instincts are solid.

The package could — should — have proven itself to be way ahead of the power curve.

To date, however, Agenda 2020 has been mostly noise devoid of substance.

Just words on a page.

In Lima on September 13, when the members make their 2024 choice, the question is whether Agenda 2020 will mean anything more than the paper it’s written on.

Put another way:

Do the members genuinely care about the future, about the strategic vision of the IOC?

The core issue is whether they get — that is, whether Bach can make them understand — that for Agenda 2020 the time is now or never.

The IOC is a multibillion-dollar global entity with a variety of stakeholders. Its primary goal is spreading its values — respect, excellence, friendship— through sport, and particularly its franchise, the Games. Its key mission is figuring out how to stay relevant with its key audience, teens and 20-somethings.

All this makes 2024 a classic case study, and if September 13 in Lima were not a secret ballot but a straightforward corporate-way decision, the sort of thing McKinsey or Bain or Deloitte get hired all the time to assess and provide consulting-style strategic roadmaps for, this would be a no-brainer.

Paris would simply be more of the same — like Athens, Beijing, London, Sochi, Rio and, now Tokyo, government-run bids and follow-on organizing committees that see huge cost overruns skyrocket into exorbitant billions, the No. 1 shock to the system the reputed $51 billion associated with the Sochi 2014 Games.

Paris needs to build an athletes’ village, along with media housing and a swim complex. These three cost centers have repeatedly proven problematic, and the history of recent government-underwritten Games — see the list over the last 20 years from the previous paragraph — shows definitively that the bills inexorably get fat.

When a 17-day sports party ends up costing $51 billion, $40 billion, $30 billion, $20 billion or even *just* $15 billion, you can trace a direct logic line: this is why taxpayers across Europe are now in revolt against the IOC.

Too, this is why, increasingly, social media and the threat of referendum make for an existential threat to the establishment across Europe, in particular the juicy target that is the IOC.

LA, a privately run bid (and, like 1984, Games), stands out as the change option.

Now is precisely the time for that change.

The model of Games as urban development catalyst is — done. That is over.

To reiterate:

That is exactly why taxpayers are so completely and thoroughly pissed off. They don’t want the Games to be a blank check anymore for roads, airports, metro lines and more.

Bach knows this. Again, the logic line: the drafting and enactment of Agenda 2020.

To be explicitly clear, the president has not — and will not — play favorites in public in this 2024 race. He cannot afford to be seen to be favoring Los Angeles or Paris, and will not be seen favoring either. He has not, will not express a position and nothing in this column should be inferred or implied that he has, or will.

That said, he assuredly has a vital interest in making concrete the Agenda 2020 reforms.

He clearly has some work to do in this area — let’s explore — but you can see he is trying to find ways.

In that German-language interview last week, Bach tried out, again, this trial balloon:

“Without Olympic Agenda 2020, we would not have a single candidate for the Games in 2024.”

This is just not true, not helpful and that balloon should be let go.

The truth is that Bach had five candidates when the race formally kicked off in September 2015, and three have already fallen by the wayside: Budapest, Rome and Hamburg.

Agenda 2020 did not save them. If the reforms were of demonstrable utility, maybe the IOC could have helped the respective bid committees better press their cases. But no.

The further truth is that Los Angeles does not in any way, shape or form need Agenda 2020.

Just the opposite: the IOC needs LA to make Agenda 2020.

That IOC evaluation commission team that’s due in town in April is going to find what — that Los Angeles is capable of hosting the Games? Duh.

Let’s explore another tack, please, Mr. President.

“We have to reduce the planning costs,” Bach said, meaning the bid costs. Therefore, “Every facility on which a world championship or a World Cup took place is considered approved. This will determine the discussions of the next time in the IOC.”

This is flawed, too.

Like Staples Center in downtown LA, which has not played host to a world championship but puts on Lakers, Clippers and Kings games on a nightly basis, would have to be approved — but Kazan, Russia, which put on the 2015 world swim championships in a temporary pool in a soccer stadium, would be automatically in?

Beyond which:

The cost of bidding is a problem but it is not the problem. Let’s say you’re a European government. Bach also said, “Europe is the core continent of the Olympic movement. It would not be wise to ignore this,” and as an aside this is indisputably the case but also not the sort of declaration that means going somewhere else (Asia, Australia, the Americas) is mutually exclusive.

Anyway: let’s say a bid campaign runs to the range of 75 million euros. If your federal budget is — pick a number — 2 trillion euros, 75 million is a sneeze.

From the government finance minister’s office, that is.

Not, though, for the taxpayer or the local community organizer. That is an entirely different prism.

Again, the challenge is not those 75 million euros. It’s the $51 billion, $30 billion or $15 billion in infrastructure costs tied to the Games.

This is the thing that must be confronted.

It is the collection of white elephants in the room.

If you prefer, the Olympic Voldemort. Who dares speak out about this thing?

OK, here goes:

These infrastructure projects are the primary drivers, the elemental reason that — since the transformative makeover of Barcelona for 1992 — governments worldwide have sought the Games, because an Olympics as public-works catalyst comes with a fixed seven-year deadline.

In the real world, presidents, prime ministers, governors or mayors have to deal with wonky parliaments or state assemblies or city councils for 20, 30 or 40 years to try to get stuff done, if then.

Bach, same article, trying to have it both ways, acknowledging that the entire thrust of Agenda 2020 is to move away from these projects and yet:

“You have to see the whole picture. This is like in Munich in 1972. Munich might not have a subway today without the Olympic Games. And Rio would not have a functioning transport public transport system. Before the Summer Games, 18 percent of citizens in Rio had access to a proper urban transport system. Now, 63 percent. Tens of thousands benefit from the legacy of the Games day after day.

“In addition to this, a newly designed harbor district, a few hotels with their jobs, the Guanabara Bay is not perfect but much clearer than before because the introduced dirty water is now clarified. The handball hall will be converted into schools.

“The mayor of Rio recently said something that is equally true of the IOC: it was never claimed to be able to solve all political and social problems in Rio with the help of the Olympic Games. But through the Games, investments could be made, investments the inhabitants of Rio could only dream about for 50 years.”

See the conflict?

The problem is, genuinely, the IOC can’t figure out — without going to Los Angeles for 2024 — how to bring Agenda 2020 to life.

From the same article, Bach sought to explain how, after the passage of Agenda 2020 back in December 2014, the IOC almost immediately sought to pressure — my words, not his — the Korean organizers of the PyeongChang 2018 Winter Games to consider moving the bobsled track to Japan.

That would have given the IOC something to show the world. Agenda 2020! See! It works!

“This almost led to an insurrection,” Bach said.

To be honest, this sort of belittling observation does not reflect well on the president or the IOC nor does it constructively serve anyone’s interest.

Facts:

When the IOC approached the Koreans, it was three-plus years after the July 2011 IOC selection for PC for the 2018 Games. The bobsled track was already well past design and into construction. In practice, sunk costs were considerable. Plus, hundreds of people were at work on a job site.

The IOC was asking the Koreans to consider going to Japan — Japan ruled Korea from 1910 until 1945 — meaning Nagano, site of the 1998 Winter Games. Would there be refurbishment costs for the Nagano track? If so, how much? How much would it cost to transport and house athletes? What about TV? What about a range of other issues?

In the end, timing and financial issues made it all, roughly, a wash. So: why would the Koreans invite domestic fury by 1. having to essentially bow to wartime masters 2. on a project, the Winter Olympics, of immense domestic pride, just like 1988 in the summer in Seoul 3. and being made to appear inferior by far-away Europeans on, of all things, precisely the sort of thing Koreans typically do extremely well, a design and manufacturing project?

Better: how could the IOC (first word “International”) not have taken into account these factors in a seemingly blind rush to make something of Agenda 2020? When these Winter Games were in — 2018? Which is two years before (Agenda) — 2020?

Bringing Agenda 2020 forward since:

For Tokyo 2020: the Japanese bid, won in 2013, promised all-in costs of $7.8 billion. Now estimates out of Tokyo are floating around the $25-30 billion range. (Back to PC 2018 for a note of irony: the Koreans in 2014 were suddenly supposed to agree that the Japanese way would be superior because — why?)

For Beijing 2022: the Chinese, $40-billion spenders for 2008, must build a high-speed rail line from the capital up to the mountains, where there is no snow. To keep the financial reporting numbers down, the Chinese have said they have no intention of disclosing the costs of that rail project as part of Olympic spending.

If you wrote all this as fiction — who would believe it?

But it's real, which is why Agenda 2020 — so far — is not.

The Olympic movement, the interviewer in that German-language Q&A piece, said to Bach, “has the impression of the monstrous.”

“Olympic Agenda 2020 will pay for the organization of Games and sustainability,” Bach said. “What we have not foreseen is the change in the process of candidacy — namely, the use of the Games by political anti-establishment movements.”

Such drives “do not work with facts but with slogans — such as ‘gigantism’ or ‘money-laundering.’ We can complain but not change [that]. That is why we have to do something ourselves.”

What the IOC has to do — besides maybe advising Tony Estanguet to play fair — is, again, a no-brainer.

Here’s to the next six months and the notion of the IOC making Agenda 2020 real, and doing just what it did in 1984. Which, not coincidentally, will buy itself time and what it really needs — stability.

Like gin and tonic: sports and politics mix it up

The headlines are rich with stories about how sports and politics mix. This inevitably brings up the old fiction about how, especially in the Olympic scene, the two are supposed to be like church and state — separate and apart. That's a notion from way long ago. From a time when basketball players wore way shorter shorts.

Sports and politics mix all the time. Like gin and tonic. Hot dogs and hamburgers. Back and forth. Whatever.

A gentle reminder that in September 2014, the current International Olympic Committee president, Thomas Bach, in a speech at the Asian Games in South Korea, said that for sure sport and politics mix.

Sport needs to acknowledge its relationship to politics and business, Bach said in that speech. At the same time, he said, the world’s political and corporate elite must be mindful of the autonomy of sports organizations or run the risk of diminishing the positive influence that sport can carry.

“In the past,” Bach went on, “some have said that sport has nothing to do with politics, or they have said that sport has nothing to do with money or business. And this is just an attitude which is wrong and which we can not afford anymore.

“We are living in the middle of society and that means we have to partner up with the politicians who run this world.”

With that in mind, these, please:

A few days back, many track and field friends got so incredibly fired up over the Somali-born British gold medalist Mo Farah, arguably the greatest distance runner of our time, and his widely publicized, Nike-backed freak-out over whether he could get into the United States, when it turned out that a simple call to the British Foreign Office affirmed that of course he could.

Let us all now look forward to the learned observations of Sir Mo on Iran's announced ban on U.S. wrestlers.

Or perhaps it is only his own plight that he cares about?

Nike as well? And what it knows not only about its employees but, if not more important, what market research tells it about the demographics and voting inclinations of its customers?

In a staff email, Mark Parker, the chairman, president and chief executive officer of Nike, Inc., said he had been “moved” by the “powerful statement” that “Mo” — first name, as if everyone in corporate fun-world is the best of friends — “shared this morning.”

In that email, Parker went on to say, “Nike stands together against bigotry and any form of discrimination,” adding, “We’ve learned that on the field of play, where fairness and mutual respect are the rule, not the exception.”

That is of course a position to be commended.

Now, Mr. Parker, how far do those words reach?

Nike's business positions extend beyond the United States.

What, then, does Nike plan to do to stand up to the bigotry and discrimination of the Iranian regime? Or is standing up to bigotry and discrimination only a thing when it involves perceptions — that play to corporate image-making — of a certain Republican in the White House?

USA Wrestling statement on the reported Iranian ban:

“If these reports are true, USA Wrestling is extremely disappointed about this, which we believe would be an unacceptable situation. Wrestling is about competition and goodwill through sport, and is no place for politics.”

As for the reported Iranian action, and comparing it with President Trump’s executive order (and, by extension, Mr. Parker’s staff email):

1. Which governmental regime is using sport -- reasonable question: what other leverage does it have -- as retaliation?

2. Iran doesn't have an IOC vote so this means nothing for the Los Angeles 2024 Olympic bid.

3. Feel free, at any rate, to ask around IOC precincts about perceptions within the movement about Iran.

4. If you want to rail on Mr. Trump, go right ahead. At least in the United States, presumably you enjoy the right to free speech — that is, unless you’re in, of all places, Berkeley, California, and you have controversial matters on your mind.

At any rate, take a moment to look up all the episodes over the years in which Iranian athletes have not appeared or simply refused to engage with Israeli athletes because the Israelis are Jews and from an official Iranian perspective the Jews are scum and the state of Israel illegitimate -- and when they get back home to Iran from these sickening displays of seeking to delegitimize Israel and dehumanize its competitors, the Iranian athletes are typically welcomed as heroes.

In 2012, amid the London Olympics, the Iranian sports minister noted that “not competing with Zionist athletes is one of the values and sources of pride of the Iranian people and its athletes.”

5. Please read these two relevant paragraphs issued Friday by the Islamic Republic News Agency, referring to a statement from the Iranian foreign ministry:

"Islamic Republic of Iran will appropriately counter any measure threatening the nation’s interests, as it has suspended issuance of visas for the Americans in a tit-for-tat move against the US travel ban for the Iranians.

"The ministry also stressed that the Islamic Republic would not allow the ominous realization of the dangerous plots and delusions of the Zionist warmongers and their supporters."

6. Would it be reasonable to assert that the Iranians do not hold to the position that, when it comes to the Israelis, fairness and mutual respect are the rule on the field of play?

This case is obviously the exception.

Indeed, it flat-out amounts to bigotry and discrimination because the Israelis are Jews.

There is no other reason, no other explanation.

Sir Mo freaked out because of ill-conceived concerns he was going to be banned. The Iranians do not compete against Jews because of reprehensible, indefensible, indeed vile religious hatred as well as slanderous political opposition. The Iranians would seem, absent a reversal, to have actually moved to have banned the American wrestlers from their country.

Which, comparing apples and oranges, is worse?

So — where is the outrage over the Iranian action/s?

More — what is to be done?

They say that advice is worth what you pay for it. This advice is free. So here goes:

Time can work in the most intriguing way.

President Trump’s 90-day immigration-related executive order is due to expire in, oh, late April.

The International Olympic Committee’s evaluation commission visit to Los Angeles, in conjunction with the 2024 Summer Games campaign, is scheduled for April 23-25.

If it were me:

I would reach out to the White House and see if Mr. Bach, the IOC president, wanted to enjoy a White House visit with President Trump in, oh, mid to late April. Or if the White House was inconvenient, somewhere where the two leaders could meet. Maybe at the United Nations, which on the campaign last year didn't exactly seem like a Trump thing but is definitely a Bach hangout and is close to Trump Tower, where the new president has said the taco bowls are, you know, the best.

Wait. I hear the screaming from our French friends: "So unfair!"

OK, well, French president François Hollande and Bach got together for a face-to-face meeting in November 2013 in Paris.

And in April 2015 in Lausanne, Switzerland, the IOC’s base.

And, apples to apples, even during this 2024 campaign, in October 2016 in Paris, where Hollande presented Bach with a flag from the 1924 Paris Games and Bach said the “Paris bid is a very, very strong bid because of the unity and the large support it is sparking off,” adding, “Personally, I’m very impressed by the unity among both the sporting and political worlds.”

So — hope to see you soon in the United States, Mr. IOC President. If you get to the White House, and, a hand towel from the men's room, um, accidentally finds its way into your suit pocket and you leave with it as a memento of your visit, oh darn, we totally will understand. Barbara Walters and Meryl Streep, among others, have maybe collected some White House knickknacks, and Ms. Streep is even a Presidential Medal of Freedom of Winner. Again, Mr. IOC President, hope to see you soon.

Speaking of France:

The Paris 2024 bid on Friday launched the international phase of its campaign by revealing its new slogan, “Made for Sharing,” with co-chair Tony Estanguet saying in a statement that the tagline shows Paris “is a city welcome to ready the world,” adding, “We want to use the Games to break barriers and build bridges of understanding between communities and nations.”

Pause.

You can just hear the dialogue if not the cackling in the focus groups contrasting “bridges,” on the one hand, and “walls,” on the other, right?

Asked if the slogan was a rip on Mr. Trump, the French prime minister, Bernard Cazeneuve, told reporters Friday, “France has this idea of building relationships through the values of respect, fraternity and solidarity...

"It’s a very simple answer."

Uh-huh.

Class: we shall now examine France's colonial years, particularly but not exclusively in North Africa, and let us pay particular attention to the notion of "building relationships through the values of respect, fraternity and solidarity," with special regard to France's many Muslim constituents, and how those relationships continue to play out now, in our time, within France itself or in the way France is perceived within Europe and beyond.

The mayor, Anne Hidalgo, said in the same news release that Paris, “more than any other city, has embraced this culture of sharing and connection.”

Also Friday, French police shot and wounded a man who shouted “Allahu Akbar!” as he attacked them with a machete at the Louvre, the world’s most visited museum. Police sources told the British outlet The Telegraph that the assailant was a 29-year-old Egyptian who had arrived in Paris on January 26 after acquiring a one-month tourist visa in Dubai.

Hollande said, according to the newspaper, that the attack was “clearly an act of terrorism,” the latest that has put France in a  "state of emergency" that has lasted now for nearly two years.

Kudos. Applause. Way to be clever and think outside the boundaries, because this is exactly what the Olympic space needs, even if it's in the bid arena: something never, ever done in the 20 years I have been covering Olympic bids, which rigidly stick to the format of bid books and presentations.

OK, so not perfect: I mean, what would you expect from someone who went to UCLA?

Advice to Wasserman as he builds his series, since most “in LA” stuff tends to revolve around the Westside, Downtown (which now goes by the trendy moniker ‘DTLA’), trendy spots like Los Feliz and Silver Lake and, of course, surfer and movie star hangout Malibu and the sprawl of the San Fernando Valley.

Check out the Roundhouse Aquarium at the end of the Manhattan Beach pier (free, kids of all ages love it) and the backside of the Palos Verdes peninsula (looks like Italy, locals only because it's way off the freeways).

There’s even a Golf Digest ‘top 100 public course’ way out there on the peninsula backside, with incredible views of the Pacific and Santa Catalina Island some 20 miles southwest of the mainland. The course is breathtakingly beautiful and has been featured in literally dozens of movies, commercials, TV shows and photo shoots.

On Mr. Trump and double standards: let's all chillax

Everybody: chillax.

And while you’re at it, the time has come for everybody — this means you, you and especially you — to start thinking, and hard, about why it is that there’s such an obvious, ridiculous and totally unfair double standard when it comes to evaluating American bids for events such as the Olympics and soccer’s World Cup.

In the aftermath of President Donald J. Trump’s executive order on Friday imposing travel restrictions on certain countries, you might have thought — especially reading Twitter and the mainstream media Kool-Aid — that the freaking sky was falling.

The Los Angeles 2024 Summer Games bid: imperiled if not dead.

The notion of an American bid for the 2026 soccer World Cup: wounded, maybe fatally.

These assertions betray a wild miscalculation if not a fundamental misunderstanding of what’s at issue.

Moreover: a fevered rush to judgment never serves anyone or anything.

Deep breath.

First things first: the International Olympic Committee vote on the 2024 race isn’t until September 13 in Lima, Peru. Paris and Budapest are also in the race. Eight months from now is an eternity.

To speculate now, in January, about what might happen in September because of what Mr. Trump did in January is pointless.

Let’s all remember that our French friends have their own national elections in the spring. If Marine le Pen wins, will there be similar freak-out? If François Fillon wins, will the French trade unions go berserk and the threat of trade union uprisings threaten a Paris 2024 candidacy? Look, will Mr. Fillon even stay in the race? He has said in recent days he would drop out if he were criminally investigated over allegations, much reported on in the French press, that his wife was paid for parliamentary work she did not do.

Let’s say Madame le Pen wins. Just for the hypothetical. Is that the reason to vote up or down on Paris?

Or Viktor Orban, the populist prime minister of Hungary. He has said, “We have to change and make Europe great again.” That verbiage sounds — vaguely familiar. Does that make him the devil? Is he the reason a Budapest bid ought to soar or go down in flames?

If not — why is Mr. Trump being held to a different, and entirely unfair, double standard?

Here are Mr. Trump's words from his January 20 inauguration:

"We will seek friendship and goodwill with the nations of the world -- but we do so with the understanding that it is the right of all nations to put their own interests first," and that is an unchallengeable truth.

He followed, "We do not seek to impose our way of life on anyone, but rather to let it shine as an example for everyone to follow."

Let’s put the core of this right out there: you don’t have to like Mr. Trump. It does not matter whether you, you or especially you like the new president.

Repeat, and for emphasis: it does not matter.

Here is what matters:

Many of the members of the IOC like, or are inclined to like, Mr. Trump. Especially the IOC president, Thomas Bach. He likes Mr. Trump just fine.

Whoa.

While you are processing that, this:

Mr. Trump is the duly elected president of the United States. Advice: if he’s not your cup of tea, pour yourself a shot of bourbon or vodka or, if you prefer, pop a Xanax and proceed, quickly, through the five stages of grief and get to acceptance. Like, now.

Repeat: Donald J. Trump is the president of the United States. The American people elected him.

If you think Trump is the antichrist, you have a very short memory when it comes to Barack Obama in the international sports sphere, starting with that disaster of a show in Copenhagen in 2009 on behalf of Chicago’s 2016 Olympic bid followed by the delegations to Sochi 2014 led by gay athletes including the tennis star Billie Jean King and, in short order, the overreach of American executive power in the form of the FIFA indictments and an investigation by the U.S. attorney’s office in Brooklyn of doping by Russian athletes, as if the United States would or should have any interest whatsoever in doping in Russia.

Imagine if the tables were turned and the Russian federal police and prosecutors launched a purportedly doping-related investigation there of American athletes on the grounds that, say, American high jumpers had violated Russian banking laws. That’s a laugh.

At any rate:

Do you like Vladimir Putin?

What about Xi Jinping?

Do you like the Russian system of government? What about the way they do things in China? Would you consider China, even as “open” as it is now, autocratic or not? For that matter, Russia?

Let’s have a little straw vote here: would you rather, all things considered, live in the United States, Russia or China?

The 2014 Winter Games went to Sochi, with Mr. Putin making a personal appearance before the voting members of the IOC at an assembly in Guatemala.

Beijing is the first city on Planet Earth that will play host to both the Summer Games, 2008, and the Winter Games, 2022.

So — pretty clear that being Mr. Putin or Mr. Xi is not a bid killer. Yet being Mr. Trump ought to be?

Let’s have another little vote.

Would you rather, all things considered, live in Russia, Qatar or the United States?

Soccer’s World Cup will be in Russia in 2018.

And in Qatar in 2022.

Back to the news — because the president, who campaigned on a promise to implement immigration reform, took a first step in so doing, the United States is suddenly a pariah?

That logic does not hold.

To be clear: the order suspends entry of all refugees to the United State for 120 days, bars Syrian refugees indefinitely and blocks entry into the country for 90 days for citizens of seven predominantly Muslim nations: Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen.

This is why maybe just pausing before hitting that “send” button can sometimes be helpful, even for someone as thoughtful and well-intentioned as Mr. Peterkin, who is an IOC member from the Caribbean island of St. Lucia.

As the Washington Post reported Saturday, “Officials tried to reassure travelers and their families, pointing out that green-card holders in the United States will not be affected and noting that [homeland security officials are] allowed to grant waivers to those individuals and others deemed to not pose a security threat.”

The story adds, noting that details were for sure still being worked out and waivers would be “evaluated on a case-by-case basis,” and quoting an unnamed official, “If you’ve been living in the United States for 15 years and you own a business and your family is here, will you be granted a waiver? I’m assuming yes, but we are working that out.”

Wait — amid the tweets and corresponding rip jobs of the president of the United States, who was elected first and foremost to secure the safety and well-being of the people, and moved Friday to implement an initial, temporary strategy that he and his advisors deemed appropriate, this:

Where are the similarly heated complaints or observations about — just to pick one — France?

France has been under a “state of emergency” since the attacks in Paris in November 2015 that killed 130 people. Last month, the French parliament last month extended that state of emergency through July 2017, the interior minister warning ahead of the parliamentary vote that the country faced an “extremely high” risk of another attack.

Why not the same — or worse — outrage about a “state of emergency” now lasting almost two full years? In a western democracy?

Beyond which:

What does any of this, in theory, have to do with sport?

Answer: zero.

For those of you who would prefer to be idealists: isn’t the whole notion of the Olympics that sport can bring the world together, at least for 17 days?

“We are working closely with the administration to understand the new rules and how we best navigate them as it pertains to visiting athletes,” U.S. Olympic Committee spokesman Patrick Sandusky said Saturday. “We know they are supportive of the Olympic movement, and our bid, and believe we will have a good working relationship with them to ensure our success in hosting and attending events.”

Would you know that from reading, for instance, the New York Times?

In a story published Saturday, the Times’ Jere Longman, an excellent newsman and a longtime colleague, quotes the historian David Wallechinsky, also a longtime colleague, as saying that Mr. Trump is perceived in Olympic circles as “anti-Muslim, anti-woman and anti-Latino.”

Wallechinsky then goes on to say of the president’s executive order, “This is worse. I would consider it a blow to the Los Angeles bid — not fatal but a blow.”

Oh — as if Mr. Putin, who has waged a war in Chechnya, is considered pro-Muslim?

Or Qatar or China, just to pick two, are havens for women’s rights?

Admittedly the United States is imperfect. Any country is. But which country has maybe, just maybe, made more progress in advancing the rights of women in the workplace and other spheres — China, Russia, Qatar or the United States?

As far as the IOC goes:

Right now the United States has three IOC members. There’s Larry Probst. And then there are Anita DeFrantz and Angela Ruggiero, and she is the current chair of the athlete’s commission.

France, two members, both men: Guy Drut. Tony Estanguet.

Hungary: two men. Pal Schmitt. Daniel Gyurta.

Would it maybe have been relevant, journalistically speaking, if Longman had mentioned that Wallechinsky, who is assuredly one of the world’s foremost Olympic historians, is also a noted compiler of published lists such as “world’s worst dictators”? Maybe an informed guess how Wallechinsky views the new president?

Beyond which:

Mr. Trump and Mr. Putin had a phone call on Saturday — initiated by Mr. Putin, according to the White House. The call lasted for an hour. Mr. Trump also spoke Saturday with leaders of Australia, France, Germany and Japan.

Where was the major diplomatic blowback? Hello?

Just to name one: did the prime minister of the United Kingdom criticize Mr. Trump? Uh, no.

Sure, the president of France did. But who cares? He’s about as popular in France as an “I’m with Her” button would be a White House staff meeting, and everybody knows it.

Japanese Prime Minister Shinzo Abe agreed Saturday to meet with Mr. Trump during a visit to Washington on Feb. 10. The next Summer Games are in Tokyo, in 2020. So interesting.

Mr. Putin and Mr. Bach have — since the November election —already spoken by phone. Mr. Bach, since taking office in September 2013, has met with more than 100 heads of government of state — but did not meet with Mr. Obama. Odds are good that Mr. Trump will meet, and probably sooner than later, with Mr. Bach.

Mr. Bach is, of course, on good terms with Mr. Putin.

Mr. Bach knows full well that the Olympic movement needs the United States right now. That’s why he made a trip to California last year, to Silicon Valley. The movement needs the creativity of California to reach the youth audience that keeps the Olympics relevant and material. What is the IOC’s major initiative right now? The Olympic Channel. Who produces more influential content than anyone anywhere? California — Hollywood, Snapchat, Google, Facebook, Apple.

Mr. Bach knows, too, that with recent budget headaches — Rio, Sochi, London, Beijing — the IOC has to take a very, very considered look at a Los Angeles Games for 2024, where everything is mostly built, the city has a two-time legacy of producing big-time and inventive Games, the locals want the Olympics and absent colossal and unpredictable disaster the Games will make everyone involved, as Sean Penn’s character said in Fast Times at Ridgemont High, beaucoup dollares.

Mr. Bach knows, too, that this is LA’s time. Bid leader Casey Wasserman scared up $35 million to fund a 2024 bid. He can’t go back to those donors if the IOC turns LA down for ’24 and say, let’s try again. Won’t happen.

Beyond which:

Let’s say you’re Mr. Trump. Let’s say the IOC turns LA down the way it did Chicago for 2016 and New York for 2012.

It would state the obvious to note that the new president has shown he is plainly willing to play hardball.

Repeatedly, too, he has expressed interest in the tax scheme.

It is not hard to figure out, not difficult indeed, that if the IOC shoots down LA for 2024, there might well be an inclination at the White House to say, OK, let’s take a very hard look, right now, at the tax status of all the IOC’s American-based top-tier sponsors.

Everybody: chillax.

Five for 2024 -- how many make it to 2017?

The International Olympic Committee on Wednesday celebrated the announcement that five cities are now formally in the race for the 2024 Summer Games: Paris, Los Angeles, Rome, Budapest and Hamburg, Germany.

After the debacle that was the 2022 Winter Games race, which ended up with only two finalists, Beijing and Almaty, Kazakhstan, Beijing in July elected the winner, you can see why this list of 2024 possibilities would be cause for IOC festivity.

"We can really look at the very diverse and creative field," IOC president Thomas Bach said in a Wednesday teleconference with reporters, "and we are looking forward to a fascinating and fair competition among these five outstanding and highly qualified candidate cities."

At another moment in the call, Bach said, "This competition is about quality, not quantity. What we see are five really highly qualified candidate cities. This is why we welcome really each and every one of these cities to this competition, which will be a very, very strong and fascinating one."

But wait. If "fascinating" is the word of the moment:

Would anyone be surprised, really, if as soon as six months from now, this 2024 race is already down to three?

Or, when it comes to legitimate contenders, practically speaking, two?

That’s the first thing to keep in focus as Campaign 2024 gets underway.

For all the talk about Agenda 2020, the 40-point would-be reform plan the IOC approved last December, there’s a more than reasonable chance the IOC could find itself right back in a 2022-like situation.

This, even though the IOC announced last month, as an obvious result of the 2022 process, that it would no longer be trimming a bigger list of “applicant,” or first-stage, cities, to a shortlist of “candidate” cities, or finalists. That cut used to come about halfway through the roughly two-year bid cycle. Now, from the start, everyone will be a finalist, a "candidate," as Bach noted Wednesday. The reason: the IOC gets a bigger field of cities.

If, that is, they can stay viable.

Big-picture, 2024:

Search the globe for the cities that ultimately decided not to bid.

Toronto, which this summer staged the Pan Am Games? Nope. Too much money, not enough political support, the mayor announced.

Durban, Cape Town or Johannesburg, South Africa? Not ready for prime time.

Baku, site earlier this year of the European Games? Ditto.

Doha? Which ran for 2016 and 2020? Not this time. Politics. Bach noted without further comment that Doha "obviously decided not to take part in this invitation phase."

What's obvious is that it is far easier for Bach -- 2024 is his first Summer Games bid cycle as IOC president -- without Baku or Doha.

So that leaves, for now, five.

Hamburg, though, is facing a November referendum. No one can muster any degree of confidence that voters will give it the go-ahead to keep on until the IOC decides the 2024 race, in September 2017; the $51-billion figure associated with the 2014 Sochi Games scared numerous western European cities out of the 2022 race.

As Bach noted without comment on Hamburg itself, the IOC is interested in a "culture of welcome," a city where "the population is clearly supporting the Olympic Games and is welcoming the athletes."

Rome bid for the 2020 Games, for a short while, until the national government said, uh, wait, this Olympic thing costs entirely too much. Now Rome is back. With a campaign budget, announced last month, of 10 million euros, about $11 million. That is laughably low. Paris is figuring about 60 million euros, $63 million, and that’s probably not enough.

Budapest? Great city. Fantastic to visit. Not a realistic chance of winning, and indeed this 2024 effort might well be seen as a trial run for 2028 or beyond. It states the obvious to note that the migrant crisis enveloping Hungary, and for that matter a great deal of Europe, with seemingly no solution in sight, has made Budapest’s already dim chance for victory that much more remote.

How the migrant crisis affects Hamburg, if it gets past the referendum, as well as Rome? No one knows.

"This humanitarian challenge is going beyond Olympic candidatures," Bach said. "While we speak, political leaders in Europe and in the world are discussing how to address this great humanitarian challenge. I hope they will come together to a solution which in the end does not only address this challenge with a solution for this very moment but that, together, they are looking to a solution which allows these refugees to live at home in peace and prosperity. I think this is the real challenge."

With all that, and this is hardly a secret in select Olympic circles, that leaves Paris and LA.

It is fact that the Summer Games have never been away from Europe for more than 12 years. The most recent Olympics in Europe? 2012, London. The 2016 Games will be in Rio de Janeiro, 2020 in Tokyo.

Does that suggest Paris will be the slam-dunk winner?

It might be logical enough, indeed, except for what is really the central point about 2024 to keep in sight:

This race is, from the get-go, all about the United States.

Though the IOC will go to Asia for three straight Games after Rio -- Pyeongchang 2018, Tokyo 2020, Beijing 2022 -- there are no 2024 Asian bids. Over the next two years, expect many, many reports -- they started already Wednesday -- about how this is actually Europe versus the United States: that is, LA against the other four.

That is not it.

This 2024 race is, plain and simple, a referendum on the state of the United States within the International Olympic Committee.

By 2024, it will have been 28 years since the Summer Games were staged in the United States — in Atlanta, in 1996 — and 22 years since the 2002 Winter Games in Salt Lake City.

The IOC doesn't subscribe to a rigid rotation. At least in theory. In practice, it's apparent the United States is due. Overdue, actually.

Plus, there is the simple matter of NBC’s $7.65 billion investment in the Games, from 2021 through 2032. To be clear: the network does not get into the bid game. But it's also the case that at appropriate moments the IOC acknowledges the American contribution to the Eurocentric movement.

New York lost in 2005 for 2012. Chicago lost in 2009 for 2016. If Los Angeles loses in 2017 for 2024, the IOC will have burned through the three biggest cities in the United States.

Boston is not going to bid again, perhaps ever, and certainly not in any of our lifetimes. San Francisco can’t win; if it could, you can be sure San Francisco would be the 2024 entry. Washington is often perceived, right or wrong, as the seat of American imperial power; no way.

That would leave the likes of Dallas or Houston. Or joke bids such as Tulsa, Oklahoma. Again, not a chance.

If Paris doesn’t win for 2024, it can — and will — bid again.

Forget about Paris winning in 2024 as solely a way-back machine shout-out to the 1924 Paris Games. That actually might well be a point against Paris, which becomes super-evident if thought about for more than a second. If the IOC starts awarding Games because it’s the 100th anniversary of this or that, no other city in whatever race would stand a chance against the 100th anniversary candidate from Country X.

That 100th anniversary thing? Didn’t work for Athens for 1996. See Atlanta.

If LA does not win for 2024, there is no certainty of any sort the U.S. Olympic Committee would have the will, or be able to summon the cash, for another run.

So it’s Los Angeles, right?

Except: if LA puts forward a compelling case, you can be sure Paris will, too.

Even at the outset, however, it’s apparent both face intriguing challenges.

The Paris bid? Tony Estanguet, the triple gold medalist in canoeing who is an IOC member, is the newly anointed Paris 2024 co-president, along with Bernard Lapasset, the chairman of World Rugby. Etienne Thobois, the bid's chief executive, said Tuesday, apparently in a reference to the failed Paris 2012 and Annecy 2018 bids, “Politicians should not lead an Olympic bid and that’s a lesson to [be] learned.”

OK.

So who, now, is in charge of this Paris campaign? Estanguet? Lapasset? Thobois? The French Olympic Committee? Or, despite protestations that this is really a sports-led bid, is it the mayor of Paris, Anne Hidalgo? The president of France, Francois Hollande?

In June, when the bid was declared, Hollande issued this statement: “The state will do everything to see this sports movement through and to support this bid, which will serve as a model in terms of the environment, economy and social protections.”

Hmm.

Further, with all due respect to the longstanding Olympic consultant Mike Lee and his London-based Verocom agency, how is it that the Paris announcement Tuesday came from Verocom instead of, from, you know, Paris?

As for LA?

The facile thing would be to go round and round about whether LA got put forward as a second choice.

LA is not a second choice. Instead, LA is the product of the Agenda 2020 reforms, which allows a national Olympic committee to figure stuff out before the formal submission date to the IOC, which in this instance was Tuesday. That's the "invitation phase" Bach was talking about.

The three real issues facing the LA bid, at least at this early juncture, are easy:

— One, the Olympic Village plan is not locked down.

Expect a lot of chatter about how it is going to cost a lot of money: $1 billion, according to the bid book.

That’s going to be, in large measure, third-party money, $925 million of it; the developer is not yet identified.

Are these problems?

Hardly. That's the sort of opportunity a shrewd business person would like to have.

The rules of the journalism business preclude us jackals of the press from getting in on the deals we report on. That’s an obvious conflict of interest. It’s also the case that journalists do not often make good business people. Nevertheless: you’d have to be an idiot not to see the extraordinary upside in a deal for new housing in housing-starved downtown LA, which even the New York Times has this year anointed the cool capital of the very people the IOC is so eager to attract, the younger-shading demographic.

Meanwhile, the IOC announced Wednesday it will contribute $1.7 billion to the winning 2024 committee for the organization of the Games. The LA bid had forecast $1.5 billion, the level of the IOC contribution to the Rio 2016 Games.

So the LA bid is already -- without doing a thing -- ahead on the organizing committee ledger by $200 million.

Bach said any of the five 2024 efforts "can be very confident" to "have a profit in their organizing budget."

 — Two, Bach has in the two years he has been IOC president visited roughly 100 heads of government or state. President Obama? A noteworthy no.

Within the IOC, Obama is remembered for a logistics-bending visit to the 2009 assembly in Copenhagen at which Chicago got booted, and his decision to politicize the U.S. delegation to the 2014 Sochi Games opening ceremony as a response to the Russian law banning gay “propaganda” to minors — selecting the tennis star Billie Jean King and two other openly gay athletes for the U.S. effort. (King ultimately made it to the closing ceremony; she was unable to attend the opening ceremony because of her mother’s death.)

Next month the Assn. of National Olympic Committees meets in Washington. This marks a major event on the Olympic calendar. It's unclear if the occasion will see Obama meet with Bach.

This, though, is clear: there will be a new U.S. president in January 2017, eight months before the 2024 IOC election.

— Three, Anita DeFrantz lives in Los Angeles. She, like her colleague Claudia Bokel from Germany, serves on the IOC’s 15-person, policy-making executive board.

It’s a clear conflict of interest for both to be involved in 2024, the kind of point the Agenda 2020 reforms should have addressed but don’t.

Bach, who is German, has made it expressly clear he will be studiously neutral in regard to Hamburg.

It’s thus straightforward logic that DeFrantz and Bokel ought to be made neutral as well.

At the same time, it’s unrealistic to expect that DeFrantz, and her wealth of experience — she has been an IOC member since the mid-1980s and is herself a bronze medalist, in rowing at the Montreal 1976 Games — ought to be sidelined completely.

Same for Bokel, a fencing silver medalist at the Athens 2004 Games and since 2012 chair of the IOC’s athletes’ commission.

For DeFrantz, who for more than two decades oversaw what is now called the LA84 Foundation, awarding millions in grants for youth sports in Southern California, the answer is simple: the creation of another legacy institution, patterned perhaps after World Sport Chicago, that she can chair or otherwise serve in a significant capacity. It can — should — be nationwide. That means she could — should — be freed to extol the virtues of the Olympic movement throughout the United States.

What to do about Bokel? That’s a Germany problem. If Hamburg sticks around that long.
